Q: Are these pigments in powdered form?

Yeah, they're in powder form... it works fantastic if you mix it with the pigment solution available separately from vallejo or mixed with brown or rust washes... If you use it, be very careful with varnish... it goes white if you spray too much

Q: Can you mix these with thinner medium?

This is a set of powders which are applied carefully and gradually with a dry brush to give a rust effect similar to weathering powders. I have no idea if it can be mixed with with thinners but imagine it would be a mucky mess. Regards John

Q: Do you just brush the pigments on dry as they are? My son would like to weather one his model trains.

You can brush them on with an old brush then wipe off any excess with a clean brush fairly easily. The pigments will need fixing on by using either a dedicated fixing agent or by using something like a mixed down matt medium which works pretty well. You can also mix pigment with some water and wash an area then come back in with a brush when it is dry and adjust how much you have on the model. Pigment should be one of the last things applied. Say the train is getting a nice shiny panels with gloss coat, you don't want the weathering being glossy aswell so this goes on after!
